[Patch] Add :if clause to validations

This patch adds an :if clause to all validations. It will accept either a proc or a symbol.
Example.
validates_presence_of :name, :if => Proc.new{|model| model.validate_this?}
or
validates_presence_of :name, :if => :validate_this?
