do_sqlite3 does not typecast BigDecimal

Currently there is no code in do_sqlite3 to typecast SQLite3 results into BigDecimal.
When this is working please remove the pending statement from this spec in dm-core:

The DO specs need some love, I've been adding specs here and there as I go along, but I'm sure all kinds of cases are being missed right now across across all the drivers.
