create! should call create

create! currently duplicates code from create. It should be dried up by calling create internally. Patch attached.

- State changed from “new” to “resolved”
Added #initialize_with_attributes and ::new_with_attributes and modified ::create to use them. Then modified ::create! to use ::create.
