dm-validations :url format fails on localhost URLs

If I have property :href, :format => :url, it will fail validations on localhost URLs. For example, http://localhost:4567/. It's expecting a hostname with a TLD. Not sure if it makes sense to validate URLs without a TLD, but... maybe?
